Iliac Bay: Tower of Dawn is an unofficial expansion for The Elder Scrolls V: Skyrim, developed under the Beyond Skyrim banner. Development on the project began in 2011, shortly after the release of Skyrim, with three separate projects loosely working together under the banner of Beyond Skyrim: High Rock, titled Hochfels: Eastern Kingdoms, High Rock: The Direnni West, and Northpoint. The Northpoint project left Beyond Skyrim in 2014, while the other two consolidated under the title of High Rock: The Direnni West. Development of Hammerfell: Forge of Warriors began in 2012. These two projects merged in 2014/2015 to become Iliac Bay: Tower of Dawn.
Iliac Bay was later rebooted in 2021 with a new heightmap and a reset to worldbuilding. This reboot also saw the team move away from their original design philosophy of making a mod in homage to previous Elder Scrolls games, primarily Daggerfall, and towards a more standard Skyrim mod design.
