The Great Houses
There are Five Great Houses in Morrowind, House Dres, House Indoril, House Redoran, House Sadras, and House Telvanni. There are countless lesser houses that fall under these houses.

Reclamations Temple
After the fall of the Tribunal Temple in the Third Era, the Dunmer have reverted to worshiping the three "Good Daedra" and have dubbed themselves the Reclamations Temple. The three demi-gods of the Tribunal are now considered to be saints.

Ashlander Clans
Ashlanders still hold to the nomadic lifestyle of St. Veloth. They are nomadic, able to traverse lands that kill the unprepared, following herds of guar and living off the land.

The Betmer
The beastfolk of Morrowind have a long history of enslavement and subjugation. Those that still live in Morrowind are free mostly in name. Culturally divorced from their native homelands, many cling to the only life they have known.

The Morag Tong
The Morag Tong are a guild of assassins legally sanctioned to carry out Gray Writs in the shadowy machinations of the Morrowind Great Houses. After being nearly destroyed after the events in the Third Era, they have rebuilt themselves to their former glory.

Tyr Rouda
A void was left in the underworld when the Commona Tong was effectively destroyed after it was learned how much they aided the Sixth House. Coupled with the demotion of House Hlaalu, much of the Province was ripe for the picking. And it was the Tyr Rouda who came up on top. They control the trade on drugs, mer/mer trafficking. They have strongholds from Soluthis to Kragenmoor, as well as a number of small bases across the Heartlands.

Guttermer
A group of bandits that control most of Veranis, raiding overland trade routes. Controlled in large part by dispossessed families of minor houses unhappy with Sadrasi rule. Much of their earnings come from intimidation and coercion.

Julgham Hla
Terrorist tribes that reside in the deep north, with their headquarter located at Fort Greymoth.  Their name means ‘Small Freedom,’ and they rebelled against Hlaalu Helseth upon his coronation, leading to the formation of the Julgham Hla. They are staunchly against modern teachings of House law and structure, and instead follow the strict teachings of Veloth, preferring the Walking Paths.

Nahkash Tong
A group of bandits that competes heavily with the Guttermer, operating in and around Narsis, acting as the area’s primary underground crime group.  Due to being far stronger than the Guttermer, they don’t need the support of the Tyr Rouada, but the Guttermer still pose a threat due to said ties.

The Nahkash Tong is made up primarily of Betmer sick of being treated poorly by Dunmer.

The Nahkash Tong is run by an exceedingly well dressed Argonian who lives in Narsis. While most are aware of his criminal ties, he somehow is always found innocent by the courts. Rumor has it that he has deep ties to House Hlaalu.

Sehrpol’Ebon
Dres splinter tribes that live in Arnesia.  Highly competitive with the Laga-Hui, and highly hostile.  They keep many Argonian slaves, and decorate their camps with Argonian skins and bone fetishes.

Dakurii’Pyai
A subgroup of the Tyr Rouada, who have fallen to robbing caravans instead of utilizing the Tyr Rouada’s more syndicated approach to organised crime.  They are holed up in Bal Pyai and the Armun Ashlands, using the rocky formations of both regions to their advantage. Though the Tyr Rouada bosses don't approve of their methods, they haven't stopped them.

Jehrfasmer
A gang of drug-dealing Dunmer that live in and around Mournhold, shipping out a drug of their creation known as Serpul’shan (known colloquially as Sherp), a refined form of Tongue Jelly that is inhaled from small glass bottles.  They control most of the criminal world around Ayem’s Heart.

Cithuhn Tong
A group of wild hill people that live all across the Boethian Peninsular.

Fohaki’at
A group of runaway Betmer. Having escaped from Redoran work camps, they formed into an anti-Dunmeri coalition, and seek to free any impressed workers they come across. However, not long after their founding, they began relying on extreme degrees of violence and theft to maintain their organization. They wear cut nooses around their neck as a symbol of their defiance against Dunmeri violence.

Vampire Clans
The vampires in Morrowind are of three different bloodlines than those found in other provinces. They consist of the Aundae, Berne and Quarra clans. Though they were largely thought to have died out as a consequence to the Red Year, there are those who know just how hard it is to eradicate these monsters from the land.
